BISP History

BISP was launched in July 2008 as the largest unconditional cash transfer program in Pakistan. The program was named after the former Prime Minister of Pakistan, Benazir Bhutto, who was also the former Prime Minister of Pakistan. BISP aimed to provide basic income support to families living below the poverty line, with a special focus on women’s empowerment.

Initially, BISP faced several challenges related to targeting, transparency, and efficiency. The program adopted a biometric verification system to ensure that only eligible beneficiaries received cash transfers. Moreover, BISP partnered with commercial banks and mobile phone companies to improve payment methods for beneficiaries.

Benazir Income Support was started by Yousaf Raza Gillani in 2008 under the advice of Asif Ali Zardari. This program is a tribute to the loyal services of Benazir Bhutto. This project mainly worked for women belonging to poor families in Pakistan. Now, the Benazir Income Support Program is the largest aid program that has worked in Pakistan for 16 years. When this program was established in 2008, the government provided Rs. 34 billion. On June 18, 2017, the government took a good step and launched an e-commerce platform for the members.

Objectives of BISP

The primary objective of BISP is poverty reduction through targeted financial assistance. However, the program has broader objectives related to human development and women’s empowerment. Some key objectives include:

1) Increasing household consumption and food security;
2) Improving children’s health and education outcomes;
3) Enhanced access to healthcare services for women;
4) Encouraging savings through financial inclusion;
5) Women’s empowerment by increasing their decision-making power within households.

Imacpt of BISP

BISP has shown significant progress since its inception in terms of outreach and impact on poverty alleviation. In 2020–21 alone, over 24 million individuals benefited from direct cash transfers under BISP, reflecting an increase from around 7 million beneficiaries in 2014–15.

Several impact evaluations point to a positive association between BISP and various social and economic indicators. For instance, an independent study in 2016 showed that BISP beneficiaries had improved food security and higher household consumption levels compared to non-beneficiaries. Similarly, research conducted by the World Bank found that BISP had a strong impact on reducing poverty, with the program being especially beneficial for women-headed households.

Furthermore, BISP has played an important role in promoting financial inclusion in Pakistan. By partnering with commercial banks, BISP has encouraged beneficiaries to open bank accounts and link them to mobile money transfer systems. This has enabled remote access to financial services by marginalized communities who are often excluded from formal banking channels.

While BISP has made commendable progress over the years, several challenges remain in achieving its objectives of inclusivity and equitable distribution of resources. Some key challenges include:

1) Limited coverage of beneficiaries across provinces;
2) Inadequate grievance redress mechanisms for beneficiaries;
3) Insufficient data analytics and monitoring for designing targeted interventions;
4) It requires more partnerships with government agencies, private sector entities, and civil society organizations.
